THE THREE Chinese men accused in the kidnap-murder of a young Chinese woman studying music in Bangkok and dumping her body at an irrigation canal of a deserted banana plantation in Nonthaburi have been arrested in China while a fourth suspect, a young Thai woman, has been arrested here, Naewna newspaper said today (Apr. 4).
National Police Chief Pol. Gen. Damrongsak Kittipraphat said the Immigration Bureau had sent investigators to Beijing and they will be joining Chinese authorities in interrogating the three suspects, Mr. Zhao Pengfei, 24, Mr. Chen Saikang, 23, and Mr. Zhao Xiongfei, 23, to find out their motive for kidnapping and murdering Ms. Jin San, 21, a third year student at Bangkok Thonburi University, last Tuesday (Mar. 28).
A passing farmer found her swollen body partly stuffed in a sack at this irrigation canal. She had been strangled and cut with a sharp object on her arms, legs and many other parts of her body.
Regarding the procedure for prosecuting the accused, Pol. Gen. Damrongsak said there are two approaches.
On the one hand if Chinese nationals commit a crime among themselves outside China but are arrested in their homeland the Chinese authorities can prosecute them within their country without extraditing them to Thailand. Capital punishment is a legal penalty in China.
On the other hand if Thais murder a fellow citizen overseas and are arrested here they too can be prosecuted in Thailand.
A 19-year-old Thai woman who works at a karaoke lounge in the Intharama area has been interrogated and she gave useful information but details cannot be disclosed, he added.
This Thai woman was involved in the crime having helped and facilitated the Chinese men and witnessed the whole criminal procedure.
It is still not known whether there are others involved in the brutal kidnap-murder of the young Chinese woman with investigation still carrying one, he said.
Meanwhile Deputy National Police Chief Pol. Lt. Gen. Surachate Hakparn, nicknamed Big Joke, said Chinese authorities had mentioned that all three suspects had criminal records there.
Their preliminary interrogation revealed that one of the three suspects had a relationship with the deceased woman in China and on the day of the murder asked to sleep with her but she refused so he killed her and hid her body,
A Chinese police team is also flying to Thailand to investigate this case at this end together with the Thai police, he added.
